DVSA conducted 125,666 car theory tests across 17 centres in Wales in the year to March 2026, and 54,016 of them ended in a pass. That is a rate of 42.98%, which puts Wales 9th of the 11 regions and countries used in this directory, 1.86 points below the national 44.84%.

The theory test fee is £23 everywhere in Great Britain, so the regional difference is not a price difference. It is a count of attempts. At 42.98% a pass in Wales takes 2.33 sittings on average and therefore £53.51 in fees, £2.22 more than the national figure. The 71,650 failed tests in the region account for £1.6m of the £2.9m paid in theory fees here.

Within the region the spread is wider than the gap between regions: Aberystwyth recorded 49.05% and Porthmadog 33.71%, a spread of 15.34 points, worth £21.33 per pass in fees.
