DVSA recorded 20,289 car theory tests here in April 2025 to March 2026 and 8,598 passes. The fee is £23 a sitting everywhere in Great Britain, so at this rate a pass takes £54.27 of test fees.

Of the 20,289 car theory tests sat at Swansea in the year to March 2026, 8,598 ended in a pass and 11,691 in a fail. 42.38% is 2.46 points below the 44.84% national figure. That is the 139th highest pass rate of the 165 centres with enough tests to compare, and 11th of 17 in Wales. Swansea is a high-volume centre, working through roughly 1,691 sittings a month.

Each pass at Swansea takes 2.36 sittings on average, which is £54.27 of DVSA fees per licence, £2.98 more than the £51.29 national figure. None of that is a difference in price. DVSA charges £23 a sitting everywhere, and there is no discount for a retake, so the only thing that moves the bill is the number of attempts. The 11,691 fails recorded at Swansea account for £269k of the £467k paid in fees here.

DVSA publishes the split by recorded gender. Women passed at 44.58% here against 40.48%, a difference of 4.10 points, where the national gap is 4.20 points. In fee terms the group with the lower rate spends about £5.23 more per pass at this centre.

Month to month the rate moves about. June 2025 was the strongest month here at 45.1%, January 2026 the weakest at 39.4%, and March 2026 the busiest with 2,017 sittings. A swing of 5.8 points across one year is normal in a sample this size and is not a reason to time a booking.

The direction of travel matters more than any single year. Swansea held roughly level year on year from 2024/25, and across the 19 years DVSA publishes for this centre the rate has moved from 64.40% in 2007/08 to 42.38% now. Applying today's £23 fee to both, the expected cost of a pass has gone from £35.71 to £54.27.

The nearest other theory centre is Bridgend, about 17 miles away, where the rate was 41.42%. Barnstaple, 38 miles out, is the strongest of the five nearest at 45.05%, a difference worth £3.21 per pass on paper, and still not worth the journey. The questions, the clips and the pass mark are set nationally and do not vary by building, so a centre's rate describes the people who booked there rather than the difficulty of the test.

What does change the bill is preparation. One retake costs £23, which is 5 times the £4.99 price of the official DVSA revision app and more than the £15 print book. On the April 2025 to March 2026 figures for Swansea, the average candidate here needs 2.36 sittings, so budgeting for one attempt and nothing else is optimistic. Set against the wider learner bill, with lessons at about £30 an hour on this site's Wales band, the theory fee is 3.7% of the £1,470 minimum.

Across Wales as a whole, DVSA recorded 125,666 car theory tests at 17 centres over the same twelve months, a pass rate of 42.98% and £53.51 of fees per pass. Swansea is below that regional figure by 0.60 points.

What it costs

The £23 fee, applied to Swansea

The theory test fee does not vary by centre, so this table is the same £23 arithmetic everywhere, run against Swansea's own published pass rate. It describes what theory testing costs the candidates who book here on average. It is not a prediction for one person, and it is not a reason to travel: the question bank and the pass mark are national.

Sittings per pass is tests conducted divided by passes, so it counts everyone who sat at this centre, including repeat attempts. Fees per pass is that figure multiplied by the £23 DVSA fee. The fee is ours, from the fee page; the counts are DVSA's.

One retake buys nothing

A second sitting is another full £23. There is no retake discount. The official DVSA revision app is £4.99, so a retake costs about 5 times as much as the thing that would have prevented it.

Share of the learner bill

At Swansea's rate the theory fee works out at 3.7% of the £1,470 minimum cost of learning to drive, alongside lessons at about £30 an hour on this site's Wales band. See the full budget.

The two-year clock

A theory pass lasts 2 years. Miss that window before the practical and the £23 is due again. Retakes also need 3 clear working days between attempts, so a fail costs time as well as money.

What the pass rate alone has done to the bill

Today's £23 fee applied to each year's published pass rate at Swansea. The fee is held constant on purpose, so the only thing moving the right-hand column is how often candidates passed.
