Of the 56,711 car theory tests sat at Leeds in the year to March 2026, 24,571 ended in a pass and 32,140 in a fail. 43.33% is 1.51 points below the 44.84% national figure. That is the 124th highest pass rate of the 165 centres with enough tests to compare, and 6th of 11 in the Yorkshire and The Humber. Leeds is one of the busiest theory test centres in Great Britain, handling about 4,726 sittings in an average month.
Each pass at Leeds takes 2.31 sittings on average, which is £53.09 of DVSA fees per licence, £1.80 more than the £51.29 national figure. None of that is a difference in price. DVSA charges £23 a sitting everywhere, and there is no discount for a retake, so the only thing that moves the bill is the number of attempts. The 32,140 fails recorded at Leeds account for £739k of the £1.3m paid in fees here.

Back in 2007/08 the rate was 65.47%, so today's fee bill per pass is £17.96 higher than the same £23 fee would have produced then, purely because the pass rate has fallen 22.1 points.
The nearest other theory centre is Bradford, about 8 miles away, where the rate was 37.55%. Harrogate, 13 miles out, is the strongest of the five nearest at 51.32%, a difference worth £8.27 per pass on paper, and still not worth the journey. The questions, the clips and the pass mark are set nationally and do not vary by building, so a centre's rate describes the people who booked there rather than the difficulty of the test.
What does change the bill is preparation. One retake costs £23, which is 5 times the £4.99 price of the official DVSA revision app and more than the £15 print book. On the April 2025 to March 2026 figures for Leeds, the average candidate here needs 2.31 sittings, so budgeting for one attempt and nothing else is optimistic. Set against the wider learner bill, with lessons at about £30 an hour on this site's North East band, the closest published row to Yorkshire and The Humber, the theory fee is 3.6% of the £1,470 minimum.

One retake buys nothing
A second sitting is another full £23. There is no retake discount. The official DVSA revision app is £4.99, so a retake costs about 5 times as much as the thing that would have prevented it.
