DVSA recorded 42,186 car theory tests at Edinburgh between April 2025 and March 2026, of which 20,875 were passes and 21,311 were fails. The pass rate was 49.48%, against 44.84% across Great Britain. That is the 33rd highest pass rate of the 165 centres with enough tests to compare, and 7th of 26 in Scotland. Edinburgh is one of the busiest theory test centres in Great Britain, handling about 3,516 sittings in an average month.

Every theory pass at Edinburgh takes 2.02 sittings on average, so £46.48 of DVSA fees, a little under the £51.29 national figure. None of that is a difference in price. DVSA charges £23 a sitting everywhere, and there is no discount for a retake, so the only thing that moves the bill is the number of attempts. Back in 2007/08 the rate was 70.66%, so today's fee bill per pass is £13.93 higher than the same £23 fee would have produced then, purely because the pass rate has fallen 21.2 points.

The nearest other theory centre is Leven, about 18 miles away, where the rate was 41.61%. North Berwick, 20 miles out, is the strongest of the five nearest at 50.52%, a difference worth £0.95 per pass on paper, and still not worth the journey. The questions, the clips and the pass mark are set nationally and do not vary by building, so a centre's rate describes the people who booked there rather than the difficulty of the test.

What does change the bill is preparation. One retake costs £23, which is 5 times the £4.99 price of the official DVSA revision app and more than the £15 print book. On the April 2025 to March 2026 figures for Edinburgh, the average candidate here needs 2.02 sittings, so budgeting for one attempt and nothing else is optimistic.
